Written with AI tools from the Qualifications Wales facilities management tender (Find a Tender 099768-2026), read on 23 October 2026. The supplier, Severnmoor Building Services Ltd, is fictional, and Evendraft is not connected with Qualifications Wales.

Bid/no-bid memo

Two A4 pages: key facts, the pass/fail gates, how the quality marks are split, how price is scored, the social value ask, key risks, clarification questions, an evidence list and a reasoned call: bid, with three conditions. Every tender fact is cited to a document and section.

Sample memo, page 1: key facts, the call Bid, with three conditions, and the table of twelve pass/fail gates and must-haves.
Page 1: the facts, the call and the gates.

Page 2, on request

Page 2 (pricing, risks and the clarification questions) is sent on request until this tender closes on 30 November. It comments on a live buyer’s documents, so it goes one to one, not on a public page.

A tender hides its marks

Three things this pack asks of a supplier that a quick read would miss, each beside the part of the sample work that deals with it.

The weightings are uneven

Quality is 60% of the score and price 40%. Account management carries 30 of the 100 quality points; environment and social value carries 5. The effort in each answer should follow the weight.

Invitation to Tender, paragraphs 5.9 and 5.10. From the sample memo: how the quality marks are split, with what earns them. “Of total” is our arithmetic.

Table from the sample memo showing how the 100 quality points are split across seven questions, from 30 points for account management to 5 for environment and social value, with what earns the marks for each.

No word limits, so we set one

None of the seven quality questions sets a word limit, and the response template asks for concise answers that stand alone. Our sample answer to question 2d keeps to 599 words, against a cap of 600 we set ourselves.

Invitation to Tender, paragraph 3.6, and Response Template 2. From the sample scored answer: the question, its weight, how it is marked and the words used.

The top of the sample scored answer: Question 2d, Service Level Agreement; weight 10 of 100 quality points; marked on a 0 to 5 scale; word limit none set, written to our own cap of 600; words used 599.

A question about AI

The form of tender asks whether AI tools were used and whether the output was checked for accuracy. In our drafts every fact only you can confirm carries a marker, every marker is listed for you to check, and nothing is final until you have confirmed or corrected each one.

Form of Tender, section 8; government guidance PPN 017. From the sample scored answer: a marked paragraph, then the list of facts to confirm. The facts are invented for the fictional supplier.

A paragraph from the sample answer, headed Resource and coverage, with markers F3 to F6 beside each fact the fictional supplier must confirm, such as how many engineers it employs directly.
The list of facts the supplier must confirm before submission, F1 to F8, from two helpdesk coordinators to the maintenance system blocking a job until the risk assessment is acknowledged.

Scored answer

Question 2d, Service Level Agreement, worth 10 of the 100 quality points. 599 words against a 600-word cap set by us, because the tender sets none. Each fact the supplier must confirm is marked F1 to F8. Then a coverage check against every element of the question, and a self-score of 4 out of 5 with the reasons and what would lift it to 5.

Sample scored answer, page 1: the question, its weight, the response with fact markers and the commitments table.
Sample scored answer, page 2: the planned maintenance part of the response, the coverage check and the facts to confirm.
Sample scored answer, page 3: the self-score of 4 out of 5, the buyer's scale and what would lift it to 5.

Compliance matrix

A spreadsheet with 196 rows, one for each requirement, each with its source document and reference, owner, status, due date and notes. Further sheets hold the draft clarification questions, the quality scoring and the key dates.

Rows 47 to 58 of the sample compliance matrix, shown with five of its twelve columns: Ref, Requirement, Weight, Owner and Status. The rows are the parts of quality question 1, account management, worth 30 points, and question 2a, the maintenance system, worth 15, then the first rows of questions 2b and 2c, with colour-coded statuses.
Rows 47 to 58, the first twelve quality requirements, with five of the twelve columns shown. Owners and statuses are for the fictional supplier.

What is real and what is invented

If anything here is unclear, ask on the first call.

Real: every requirement, date, weighting, threshold and clause, each cited to the tender documents as read on 23 October 2026. Buyers can change documents before the deadline, so check Sell2Wales before relying on any of it.

Invented: Severnmoor Building Services Ltd (fictional) and every fact about it: its size, depot, staff, certificates, insurance, statuses and self-scores. In a real memo these facts come from you, and you check them.

How it was made: drafted with AI tools from the tender documents, the way client work is drafted. These samples have not been submitted to, or seen by, Qualifications Wales, and the self-score is a judgement, not a prediction.
